The enforcement of handicap parking is a joke. I've seen many people park in spaces marked for handicapped only and jump out of the vehicle, leaving the truly handicapped person sitting in the vehicle.
These spaces are for those who are handicapped and are actually leaving the vehicle. Bringing your handicapped aunt or uncle to the store and making them sit in the car while you do your shopping does not get you a "pole position" parking spot. It is illegal.
The person who is handicapped has to actually get out of the vehicle, in order for it to be true, but no one enforces it, so it continues to be abused.
And, by the way, you are not supposed to drive with the "Handicapped" sign hanging on your mirror. It is to be displayed only when you are in fact parking in a handicapped-only space or location.
